Jerry Barnes

Director
Jerry is a chartered planner and chartered surveyor with over 25 years of experience in planning and development and is a director with the practice. He has worked in both the United Kingdom and Ireland and has extensive experience in the public sector with a number of local authorities, was the Chief Planner in the Dublin Docklands Development Authority and a Senior Inspector for An Bord Pleanála. Since entering private practice in 2006 he has coordinated numerous large scale residential, infrastructure and marine development projects, in addition to undertaking economic studies, preparing policy guidance and coordinating research projects. He also undertakes economic viability assessments and recently completed that of the draft Clonburris SDZ. Jerry is past chairperson of RTPI Ireland and of the Planning and Development Division of the SCSI.
Richard Hamilton

Director
Richard is a Chartered Town Planner with 25 years experience in public and private sectors, covering a broad range of practice including major development applications and strategic studies. He has delivered Due Diligence Planning Risk Assessments for significant property portfolios and site development viability analysis. He has acted for clients on numerous Appeals to An Bord Pleanála and appeared as an expert witness in oral hearings. His experience also includes EIAR Screening, Scoping and management for projects ranging from Dublin Airport’s Runway, road and water infrastructure, to residential and transport projects. He has also undertaken a number of and SEAs and Integrated Impact Assessments (UK). Richard has led Masterplan, Development Plan and Urban Design studies, and has a particular specialism in place management and regeneration frameworks, town team projects and urban framework plans, working with communities and businesses to find solutions to urban and economic challenges. Richard’s previous work experience includes KPMG Future Analytics, RPS and Colin Buchanan & Partners. He is a past chairperson of the Royal Town Planning Institute (Ireland).
Rosemarie McLaughlin

Rosemarie is a planner and qualified barrister with over 20 years’ experience in planning and administrative law. She has worked for local authorities in Australia and Ireland and was previously a Senior Inspector with An Bord Pleanála. Since entering private practice she has project managed planning applications and appeals for large projects. With her extensive experience and understanding of all aspects of the planning policy and environmental law, she advises private sector clients and works closely with semi-state companies and government bodies. In addition to her professional planning affiliation, she is a member of the Irish Environmental Lawyers Association.
Sybil Berne
BSc, MRUP, MSc, MIPI, MIEnvSc

Sybil is a planner. She has a BSc in Spatial Planning from Université La Sorbonne Paris (France), a Masters in Regional and Urban Planning from UCD and a MSc in Marine Spatial Planning from University of Ulster. Since joining MacCabe Durney Barnes in 2012, she has prepared and coordinated planning applications and environmental impact assessment reports on a variety of subjects including residential development, hotels, port activities and film studios. She has worked on several research projects on behalf of State Agencies, particularly on environmental assessment, renewable energy and on marine spatial planning. She also drafted housing strategies and policy guidance documents. She is part of the team supporting the Marine Institute on the spatial data projects for Ireland’s marine spatial plan. She is also experienced in stakeholder and public engagement.
Moira McCarthy
BA, MA (Devt Studies), ACCA
Moira is a qualified accountant, with a background in economics, development, finance and housing. She has worked in financial roles in multi-nationals, international development NGOs, Irish community and voluntary groups. She has prepared funding capacity strategies for a variety of different bodies and has engaged extensively in capacity building for various community entities. Since joining the practice, Moira has provided business planning, financial modelling and appraisal and housing policy expertise. She is very experienced in community development and has advised community groups and local authorities in areas such as Darndale and Cherry Orchard.
