The Move to a Plan-Led Regime for the Development of Offshore Renewable Energy (PLORE) The project was funded by DG Reform under the Technical Support Instrument with the Department of Environment, Climate and Communications as beneficiary. PLORE sought to realise the potential of the new Maritime Area Planning Act to provide a plan-led system with a view to underpinning a robust planning process with a focus on offshore renewable energy. The opportunity to achieve the objectives as set out in policy and the new MAP Act will be diminished if the plan-making process is deficient, does not take into account the views of stakeholders and is not based upon the best available information.

This project will seek to detail a strategy which will provide for a plan-led regime leveraging the benefits of Designated Maritime Areas Plans system, integrating with requirements of grid transmission planning and hybrid interconnection, developing an appropriate digital tool, and formulating guidelines on co-location and co-existence with ORE for state bodies and other users. MDB acted as the technical lead for the project.
